David Toombs joined the Office of Institutional Effectiveness in August 2017. Before coming to OIE, he worked for Facilities Engineering & Planning as a Service Center Coordinator, where he provided administrative support to FE&P project managers and maintenance supervisors. He also handled communications for the department, which included drafting of campus notifications, social media posts and website maintenance. David began at FE&P in June 2012. He now works closely with faculty and administrators around campus to ensure compliance with Rice's regional accreditor, SACSCOC. 

During Rice's 2022 5th Year Interim Report to SACSCOC, David contributed as an editor and co-author. David was also the lead author on Rice's 2023 Referral Report to SACSCOC. 

David graduated with a BA in English & Creative Writing from the University of Houston in December 2011.
